The Completion by Design initiative supports four states — Florida, North Carolina, Ohio, and Texas — in developing and implementing a completion-focused policy agenda informed by data on student outcomes. This publication describes how Jobs for the Future (JFF) is helping the lead organization in each state change its college-completion state policy and capacity-building efforts. In addition to discussing JFF’s three-part change strategy for how it helps these states accelerate institutional change efforts, this publication presents an overview of key policies supporting the Completion by Design framework as well as the Completion by Design state policy calendar.
